Kuala Lumpur: Can you keep pets when living in a strata-titled property? The answer is yes, you can, said lawyer and partner of Pretam Singh Nor & Co Datuk Pretam Singh (pictured).
“According to bylaw 14 in the Third Schedule of the Strata Management (Maintenance & Management) Regulations 2015, pets are allowed unless they cause annoyance or a nuisance and pose health risks to other residents in the property,” said Pretam during his presentation entitled “Strata Management Tribunal: Issues and Recent Cases” at the Malaysian Institute of Professional Property Managers’ inaugural conference.
Pretam further emphasised that the standard bylaw only enables the management corporation to regulate but not to prohibit the keeping of pets in stratified parcels.
“The bylaw can regulate matters like how you should clean up after walking your pet and others, but it cannot prohibit you from keeping a pet within the property.
“To me, with more people living in strata-titled properties, it may be important to keep pets. Surely you don’t want your children to go to a zoo in order to see a dog or a cat right?” he quipped.
The conference is themed “Towards 1st Class Property Management” and is supported by the Board of Valuers, Appraisers and Estate Agents; the Royal Institution of Surveyors Malaysia; and the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector Malaysia.

Pretam also addressed a popular issue among property owners these days who are thinking of converting their apartment units into homestays for travellers.
“Can you run your apartment as a homestay? You’ll have to ask yourself if your property has a ‘KELUAR’ sign in it because it is a requirement by the Fire and Rescue Department of Malaysia (Bomba) for safety purposes.
“You have to think about details like this, in case of a fire. Hence it is unlawful to convert your property into a homestay for tourists without complying with regulations,” he said.
